Possibly, you may want to check your settings to be sure. You may not be allowing it to pass through your firewall on the hosted computer or if you have one particular computer or server hosting your network, check it's firewall setting to make sure it's allowing a by-pass.
EDIT: OR...even any type of security programs you have running in the background, you may need to give permission to by-pass it.

Ok, you need to re-establish your firewall for your server, or you will run into hacker issues.
After turning on your firewall, go to your control panel and in the upper search type Windows Firewall.
Once it opens, Click on: Allow a program or feature through Windows Firewall.
Click Change settings. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
Select the check box next to the program you want to allow, select the network locations you want to allow communication on, and then click OK.
Now, some computers you have to open a port in your windows firewall. To do this:
In the Windows Firewall with Advanced Security dialog box, in the left pane, click Inbound Rules, and then, in the right pane, click New Rule, and then just follow the instructions in the New Inbound Rule wizard.
If you’re having trouble allowing other computers to communicate with your computer through Windows Firewall, you can try using the Incoming Connections troubleshooter to automatically find and fix some common problems.
Go back to your Control Panel. In the search box, type troubleshooter, and then click Troubleshooting. Click View all, and then click Incoming Connections and make your selections.
Once you get this all setup, turn your Norton back on also and depending on what Norton you have, you may have to give the same permissions in Norton as you did with your firewall. If you do, just open Norton and find the same type of wordings and you should be good to go.
